Nehemiah’s concern for Jerusalem is evident in the progression of the last three chapters. In chapter 8, Ezra reads the law to the people. In chapter 9, the Israelites, after hearing the law, come to terms with their sin and repent. The revival, however, means little if the people are not willing to put it on the line. In chapter 10, Israel sign a covenant with God, for their willing participation in following God’s ordinances. Chapter 11 deals with the concern after his census: he wants to fill the city with more.
